"I would add it. It shows you’re not just apologizing—you’re correcting the issue. I’d phrase it without suggesting the employee did something wrong individually:

While a new policy does need to be established with a State Farm agent licensed in your new state, our office could have helped connect you with an agent and made that transition easier.
